Questions Linger over Emergency Border Funding

first_imgThe Pentagon still has not announced what military construction money it will move around to fund the border wall, which President Trump declared a national emergency to build.Here’s the latest:The Pentagon has asked the Department of Homeland Security to explain how the border wall would help military “effectiveness” before it determines which priorities should go unfunded to pay for the construction, Military TimesDOD will have to ask Congress for authority to move money from various accounts to the counterdrug account so that the counterdrug account can then be used to build the border barrier, CQ reported. Defense authorizers and appropriators in both chambers would have to sign off on that, which is unlikely, further complicating the search for defense dollars to spend on the emergency.House Speaker Nancy Pelosi (D-Calif.) is backing a resolution to disapprove of the emergency declaration, which is expected to pass the House, according to Politico. That would automatically trigger a Senate vote within 18 days.If four Republican Senators joined all Democrats, the resolution would pass there, too. Politico published a list of the Republicans who have been critical of the declaration.Court challenges continue to pop up. El Paso County, a border community in West Texas, joined the Border Network for Human Rights Thursday in a joint lawsuit asking a judge to rule the national emergency declaration to be unconstitutional, according to Time. first_imgDear Editor,As an Everett, I was irate to learn that my family’s name was used in an attempt to smear a political candidate.  The Everetts were long time residents of Wilmington.  My mother ran a successful dancing school and donated proceeds to help build the Health Center.  My father volunteered for years in Little League, Pony League and Pop Warner.  He helped to build the Little League field by the Police Station and a skating rink behind the South School.  I grew up in Wilmington and taught for 30+ years as Miss Everett, Mrs. Mosca, or Mrs. Farrar.The name Jack Everett comes from the Urban Dictionary. As copied from the Urban Dictionary:“Jack Everett – a strong leader that sticks up for other people and he will always put others first. lovely eyes and hair. good at sports, he isn’t arrogant, girls drop even when he is standing. he will fight to protect his friends and family”Perhaps, the person who hid behind a cartoon character and our name sees this as themselves.  However, I question their integrity.  Our family will fight to protect our friends and family, which is why I am writing this.   We do not want to be attached to negative campaigns.For 63 of my years, I have lived and/or worked in Wilmington.  I am invested in Wilmington.  I am angry that our family name has been used in this way and to have been called on this by another hurts all the more.I hope that the people of Wilmington will vote on Election Day and will vote wisely.Sincerely,Sheryl Everett FarrarLike Wilmington Apple on Facebook. ONGC RIL to gain as gas prices set for a steep hike

After sand dunes get big enough, they calve off smaller dunes that keep them from blowing up to infinite size. The baby dune travels down one of its parent’s horns and buds off. The team simulated “calving” dunes and recreated real-world barchan patterns for their study. Their findings were published online earlier this month in the journal Geology. The paper, by Stacey Worman and colleagues, is titled “Modeling Emergent Large-Scale Structures of Barchan Dune Fields.” The authors stated that “This work supports the hypothesis that calving exerts a first-order control on field-scale phenomena; it prevents individual dunes from growing without bound, as single-dune analyses suggest, and allows the formation of roughly realistic, persistent dune field patterns.”A different view appears this month, however, in Geophysical Research Letters where Mathieu Génois of Paris Diderot University and coauthors flesh out a picture of clashing, not calving, dunes. Collisions control dune field behavior. Looking at barchan formations, they said colliding and breaking apart keep the fields from growing out of control. If two barchan dunes collide they merge into one crescent or split up into multiple smaller barchans.They wrote, “Here we use an agent-based model with elementary rules of sand redistribution during collisions to access the full dynamics of very large barchan fields. We tune the dune field density by changing the sand load/lost ratio and follow the transition between dilute fields, where barchans barely interact, and dense fields, where dune collisions control and stabilize the dune field.”In 2012, there were signs that Genois and research colleagues were interested in examining the nature of crescent-shaped dunes. That year, the paper was published, “When Dunes Move Together, Structure of Deserts Emerges.””In contrast with the layman’s view, ” they wrote, “not all deserts are vast sand seas. Depending on the variability of the local winds, sand dunes can adopt various shapes. When viewed from above, they mimic large stars, long linear ridges or crescent structures.
